High Pitch noise behind the dash 200 1988

Lately I've had a high pitch noise coming from behind the dash. I'm guessing it's the blower motor for the heater, but it doesn't stop making the noise when I turn off the fan. It also seems to be worse on cold days, and generally goes away after a few minutes.
