Vacuum Advance Ain't Advancing 444-544 1958

I'm trying to get the distributor back to correct operation (B16B). The vacuum advance doesn't seem to be functioning. I applied vacuum by just sucking on a tube connected to the advance and it didn't budge. When I push the rod to move it inward, it takes some force to move it. Shouldn't the vacuum advance move more easily? And can the engine do ok without it? Are there still replacement V.A. for this distributor? I couldn't locate one.
