brake bulb failure light 200 1989

strange issue with my 240. when i step on the brakes the bulb failure light comes on for a second, no bulbs are blown out. all bulbs are seated correctly and the bulb holders are on tight. on a few occasions i've noticed that none of the brake lights come on at all...
any ideas?
