Failed california test

Measured at 15mph

182 hc max 133

1540 no max 1125

Replaced cat two years ago with cheap aftermarket

normal tune up done cap rotor plugs air filter and oil change as well as running techron in tank

25 mph passed but with high redings almost at max levels

If I retard timing will this help or does this sound like a failed cat
