1993 Regina 940 - TPS on/off or regulated voltage output ? 900

Quick question,
I noticed a post on a V70 TPS that measured the voltage output of the TPS varied depending "how much open" the throttle butterfly plate was open (how much rotation of the spindle in the switch). Is this the case with a 940 ? I thought that a TPS only has 3 states - Off (butterfly closed), On (butterfly open), and WOT (finale click at the end of rotation). Or does it actually give the ECU different voltage values in between these states..?

Reason I am asking,
I have a "new" TPS that is installed and adjusted correctly (clicks on and off at the correct throttle position) and with meter shows correct continuity when switched on and off. However, my brick is exhibiting a slight "revving" or increase in RPM coming off throttle at speed. For example: cruising along 30 -40mph 3rd gear or so, let off the throttle completely (coasting) , RPM drops to normal idle around 700rpm while rolling coasting, then all of sudden, it is as if injectors are activated, car revs and rpm jumps to 1200 or so for a second or two, then settles back to 700 as I come to a rolling stop. Also by hitting the brakes, seems to "cut" out this surge (maybe tells the ECU brake is applied and overrides the other function).

So if the TPS is showing "open" or even slightly open (with graduated voltage) would this fire the injectors?
Or, maybe the butterfly is being slightly "sucked" open by engine brake crank case venting while coasting thus triggering the TPS (maybe too trigger hair adjustment of TPS, even though used feeler gauge to set).

Any thoughts.
