High RPM timing - 740T 700 1989

Timing light shows that the ignition is lined up good at 750rpm. However, when the engine rpm goes to, say, 1500rpm the ignition seems to want to hunt between 10 and 20 degrees. I know that the ignition will advance at higher rpm's but shouldn't it be stable otherwise?
