1991 240 Tail light question, one brake/running light is brighter than the other 200

Hello, I put my old beat up OEM taillights back in my 240 and S#$% canned the junk after market tailights. And everything works great, except for the drivers side brake/running light is very bright, like the brake is on, even when it is not. It does not change when the brake pedal is pressed. I pulled the bulb out of the socket while lit, and only one of the filaments is lit with running lights on. In other words, both filaments are not lit when this brighter condition is happening.

I am assuming that with the running lights on, only one of the filaments are lit(?) and when braking, both filaments are lit? Then why is one so much brighter, and doesn't change when the brake pedal is pressed?
This one brake light is so bright, it looks like the brake pedal is pressed, but no change in brightness when pedal is pressed. Thanks!
