VERY High CO 200

Car tested at over 9 for CO (max is 2.something) and was classified as a "gross polluter." NO was also slightly over the limit.

AMM and catalytic convertor about 2 years old. Could the oxygen sensor be at fault?

Saw nasty black stuff (carbon?) fly out of the tailpipe during the test.
