Fixing paint 200

Hi,

I have an '84 GL that has 'bad' paint on the hood and roof. I am not sure if it is just the clear coat or if the problem is more substantial. Basically, the paint is splotchy and is much duller than the rest of the car. This started a few years ago as white spots and has become progressively worse. In a few areas the paint looks like it has actually started to come off - running my hand over the hood, for example, the texture is not consistent and it feels pitted.

It is (was) a metallic blue. Paint job held up pretty darn well until about 2008 or thereabouts.

If it's more than the clear coat, can I sand it down and just repaint the effected areas at some place like Earl Scheib, or would I be better off long term to repaint the entire car?
