my car is posessed by a demon 200 1987

My car has a problem where it will idle high at like 1100 rpm then when i am driving it will not drop back down when i push in the clutch but will rev itself up to almost 3000 rpm. If i tap on the gas it will fall some but it just goes back up again on its own. If i shut the car off when it is doing this it will not start for a while. but, the problem comes and goes, it will just fix itself and idle correctly at 850, if i shut the car off at this point it will start fine. I am thinking bad IAC or oxygen sensor but ive never heard of a car revving at idle on its own. Please help me!
