Proper belt length for PS pump? 700 1990

Howdy all.

I was thinking that I didn't have a tensioner installed for my power steering pump and that it was keeping tension just from the double-nutted pivot bolt. I put two nuts on it to keep it from loosening up and turning the O hole into an oval.

Anyway, I noticed my tensioner is backed almost all the way out already, but I don't think that's normal. The belt is maybe a year or two old, not really very old. I have maybe an inch left on the threads of the 10mm long screw, but I can't see the end of the slot that the 12mm lock nut/bolt setup goes through.

What's the right belt/belt length?
