can a Kaput TPS cause a no-start? 200 1987

Ive been having idle problems so I pulled the IAC and bench tested it by taking a hot lead to the center and grounding the two other terminals, it opened and closed ok. i reinstalled it and the car ran but I still had the surging idle like before. so I decided to pull the TB and clean it. the TPS was full of oil and so I sprayed it out with MAF cleaner to see if I could get the oil out it. I reinstalled everything and now it wont start at all. I thing this TPS is toast but i thought the car could start without it.
