rough/surge idle when cold, some white smoke and water from tailpipe 200 1990

Gents, looking for your collective inputs here. on the 1990 240 wagon, which I bought in January and haven't driven much (start it once every two weeks or so and rarely get it up to operating temps while waiting for the steering rack to come in.) It has a new fuel pressure regulator. However, when I do start it, I have noticed when I start it a high idle that goes to a surge/hunt. Have to rev it to get the idle to smooth out. Have not found an obvious vacuum leak. Spraying carb cleaner on intake manifold gasket did not change idle. When cold, it bogs once on initial acceleration. When stone cold, there is no white smoke or water from the tailpipe but after a few minutes of running there is dripping water and puffs of white smoke (not clouds). Some mayo under the oil cap, but I assume it is from lack of use. Pulled the plugs and none are 'steam cleaned' but powdery black, no water in oil and no oil in the coolant. So, Can I assume
1. The smoke is from lack of use/poor tune
2. Rough idle/surge can be cured by cleaning the TB
3. Could it be a malfunctioning IAC?
