Brake Light Question Sedan 200 1990

I am having issues with the brake lights on my 1990 240 sedan. The brake lights work correctly when the headlights are off. If the headlights (or parking lights) are on the two lower outboard bulbs light up all the time and the third brake light is all that responds to the brake pedal. The bulb out light on the dash is not lit.

The fog light switch cause the upper inboard bulbs to light.

I am not sure exactly how the lights are supposed to look with the headlights on. Should the lower, outboard bulb be lit at all without the brake pressed or is it a dim/bight thing?

Hard to understand why so many things on these cars are so well engineered and built and the taillight system seems junky.

All help is appreciated.
