Windshield washer for 91 240 200 1991

The windshield washer has gone dead on my 91 240 and it doesn't appear to be getting any power when the switch is activated at the wiper control. How easy is it to get to the switch? Is it there in the steering column? Does anyone have any other theories as to what may be wrong.
