Tranny pan drop 200

How do you remove a tranny pan when no matter how hard you try, you are unable to loosen the flange nut for the filler tube. And, you can loosen, but not totally remove the two 18mm bolts that are holding the filler tube in place? Why are there two brackets when one would probably suffice?

I'm at a loss here...If you cannot back the top starter bolt out because the body is in the way what do you do?

Can I cut the filler tube and patch it up with some flexible rubber hose after the service is done? Its mickey mouse I know, but not sure what else to do.....I really want to access the pan and filter in this car since it hasn't been done for awhile....
