TAB Mounting Bolt Lock Nuts? 200 1992

I'm in the middle of a rear suspension overhaul, and am putting the TAB/trailing arm back together. Do the large bolts (M16?) that run through the TABs use lock nuts? It seems that the old ones that were on the car (rusty) are NOT lock nuts and I'm getting new hardware and want to make sure I'm using what's appropriate. The nuts that were on the car spin freely most of the way down the bolt and there's no discernible oval at the top. Are these nuts supposed to be lock nuts? Seems all the other ones in the rear are.
