K-jet woes 200 1980

Hi,
I'm having troubles with my K-jet - car won't start.
I already tested several things and so far I have spark and fuel to the injectors. air flow plat moves freely and plunger in fuel distributor as well.

When I lift the air flow plate the injectors start to spray but it takes about a second - is this normal?

how far should the vacuum while cranking lift the plate? I have to move the plate half an inch or more before the injectors start to spray.

car is a 1980 b23e 244 GLT
