Missing bolts on B230F head? 200 1986

Just got my head back from the shop yesterday and noticed there were 2 threaded bolts missing where the exhaust manifold attaches. I noticed that on my son-in-law's 240 also. Is there a reason why they are absent? Should I install the missing 2 just to ensure I don't get an exhaust leak at those points?
