brake failure light, spongy pedal after rotor/pad replacement 1984 245 Ti 200 1984

Just replaced my front rotors, pads and hardware and was depressing the brake pedal like I always do after replacing pads etc. the brake warning light came on and the pedal sinks halfway. No leaks from the calipers or octopus junction / warning valve. I didn't open any brake lines so don't think I have air in the line. Is my master cylinder leaking internally or do I need to just bleed the brakes. maybe a new warning valve kit ?

How do I tell ?
