No start on '83 245. Fuel pump relay good, fuel pump running, so......? 200

Hi,

My son's '83 245 has a no start condition. Got spark. Will run briefly with a shot of starter fluid. Fuel pump relay is good. Fuel pump runs with a fuse 5-to-fuse 7 jumper.

Maybe the fuel pressure regulator? Or fuel filter?

Why oh why did Volvo have to make it so difficult to test fuel pressure?@!?
