HArd start/no start woes 200 1983

I've had an issue for about a week now where the car tries to crank normally- power is good, after several attempts to start I get a VERY rough bucking start then once that happens and I get some gas going it runs normally, save a few experiences with hesitation from a stop... Does topping the tank of with fuel, and checking in-tank fuel pump pickup seem like a logical place to start my diagnosis?
