Code 2-3-1 : Fuel Pressure Regulator 200 1990

Hi,

My car has a bad hesitation when accelerating hard from a stop (runs great the rest of the time). By chance, would a bad fuel pressure regulator cause this? I smell a faint aroma of gas from the vacuum line that connects to it. Am getting code 2-3-1 (running rich/lean).
