tach wire attached without a tach 200

a 92 wagon came in today. owner stated his cluster worked perfectly along with the odo. now the odo no longer works. everything else is working correctly. he said he had a garage disable anti theft system recently.

as i was removing the cluster i found someone had attached the red white tach wire to the back of the board.

does anyone have knowledge of what specific parts of the speedometer board or cluster are damaged by this happening?
