T or H Speed Rating Tires? 200

I'm thinking about putting some Yokohama Avid tires on my 91 245 wagon. TireRack has either the Avid Touring-S (T rated) or Avid ENVigor (H rated)for about the same price.

Which rating makes sense? How does the speed rating effect wear/mileage?

FYI: I'm running P195/60/15 on 15" stock Volvo steel wheels.
