start inhibitor switch 700

so i was looking at www.volvowiringdiagrams.com, Volvo 740 1991 Wiring.pdf, starting circuit. i noticed something called a "start inhibitor switch", said to be located under the center console. i've never heard of that. is it a relay? is that something that can or should be replaced?
