Brake pedal lockup 200

I have asked everyone I know about this and no help so far So When I hit my brakes hard the pedal goes down half way and stop it feels rock hard but it dose not stop the car. If you release it and push it down slowly the brakes work fine also the brake failure light come on when you slam the brakes on I have bleed the system and replaced the power booster any help out there
