tranny 700 1989

having a problem with tranny. I have to let off the gas sometimes for the tranny to shift from 2nd to 3rd in normal city driving but when I accelerate quickly like getting on the freeway it shifts pretty normal through the gears. the fluid looks clean.. where should I start... 89 740 with 287667 miles
