I need a sounding board before I run off to the parts store.

My 89 is stuttering and cutting out. I checked for fuel at the rail with the key in #2 position. I did NOT get any fuel. I just want to confirm that the problem is the in-line main pump and not the in-tank pump. Any thoughts? I am ruling out the relay because the car runs and drives all be it, crappy!
