240 wont shift to 4th gear 200

My 1992 240 wont shift ot 4th gear when going 50 60 mph , I tried to replace relay with new one, did not fix it , light for od works fine on and off and I hear the click , however if im doing 60 mph and push the od button , nothing happens my rpms are about 3500 at 60 mph and it's burning gas like crazy , any ideas out there from the volvonites??
