Some dash lights...... 900 1994

I've already replaced part # 769907-873 on the back of the instrument cluster, rheostat, and headlight switch. All fuses and bulbs have been checked and blown ones have been replaced. But still the cigarette lighter, ac/heater control, clock, speedometer/odometer, temperature gauge, Rpm gauge, and shifter lights still will not work. All of the warning lights still light up and function normally. What should be investigated next? Could it be a grounding issue? Or is there a short somewhere that I've missed. Any and all help is greatly appreciated. Thank you. Also if you've had this problem before with your 940, please tell me what you had to do in order to resolve it.
