76 245 starts and runs beautiful with plate lifted, but will not re-start

it started today in what is considered quite cold weather here on Whidbey Island, I let it run until it began to warm up and then tried to restart. It will not star again.

?Suggestions? It will not start at all with the boot buttoned on, and it gets get fuel spray and the spark seems good,at least when I checked them with out it running.
