speedo cable replacement question 200 1983

replaced my speedo cable today on a B23F with a M46 transmission, my question: when the cable goes into the part of the transmission,(sorry i don't know the name of the piece) is that piece suppose to rotate both ways or is it just loose? I also bought an o ring and not sure where it goes? Everything is working good now. Just hate to lose a part and all my tranny fluid.
