1993 240-No Headlights HELP 200 1993

After a long fight we finally got this thing running, but still no headlights. We get no voltage at the headlamp connection. All other lights work just dandy. We've replaced the headlight switch, the bulb failure sensor, the in dash main headlight relay, and the under hood step relay. Still no headlights and getting a bulb failure light in the dash. I replaced the headlamps as insurance, but even the old ones look great. Any suggestions?
