Heater Control valve won't shut off 200 1990

My experience with 240 heater control valves is that they are either full on or full off.

I just sold a 1990 244 and the new owner reports the heat will not shut off even though the selector is all the way to the cold side of the slide.

What suggestions might you have for him? Are they operated by cables and perhaps they can be adjusted?
