Rear control arm bushing loose 200

I've been chasing down a clunk in the front suspension of my '90 240. When I went to replace the rear control arm bushing for the left side, I was able to press out the old bushing using my vise. When I tried to install the new bushing, it slid all the way in without a press. Both old and new bushings are Volvo branded parts and have matching part numbers.

What gives? I'm pretty sure the new bushing should press in tightly. Do I need a new bracket?
