windshield wipers 900 1993

My passenger side wind shied wiper has stopped functioning. It jumps when I turn them on but it does not work like it should. The driver side wiper work fine.
My neighbor, who knows her way around cars, thinks it could be a could be a bushing.

Next, The screws that keep the bottom of the dashboard on the passenger side closed fell out and disappeared. Do I need a toggle of some kind to fix that?
