1991 240SE - odd horn problem? 200 1991

Hello everyone - I've hit a bit of a brick wall trying to fix my horn. The fuse checks OK, the horn works when I directly connect it to power (it's aftermarket, so it's run by a relay), and I'm reading 11.8-12.0 volts at both sides of the aftermarket horn relay (the wires which originally connected to the OEM horn), as well as the power for the horn from the battery. I just finished disassembling the steering wheel (which SRS makes a PAIN), cleaned off the fairly corroded horn button contact points, and reinstalled everything - and it still doesn't work. Thoughts? Am I missing something straightforward? Could the relay just be bad?
