turn signal out but tail lights flash? 700 1989

Symptoms: Left turn signal dash indicator flashing at double speed. Front signal works, back signal doesn't. Bulb looks good, switched out with right rear bulb and holder with same results. Used voltmeter and found flashing power to tail light assembly on green wire. Cleaned entire assembly to no avail.

Bought used assembly on ebay and it looks so good I'll now have to replace the right side too. However, with new assembly installed the left taillight blinks in stead of the amber turn signal. Left taillight also blinks with right turn signal on! Amber left turn signal doesn't blink with flashers on either, just the both taillights and the right turn signal. Shorted wiring? Bad flasher unit? I'm not sure what to do next.
