idle control valve. .. weak spring? 700

I have cleaned my air idle control valve twice. It's doing better. But it occasionally still idled up. Its a turbo Bosch 745. The valve doesn't seem to snap back closed like on my 91. It seems to hang open. What do you recommend? Thanks for you who help.
