HVAC Blower Pulses at Lower Speeds 900 1996

So far, I have replaced the blower motor and the blower resistor (both used) and problem has not changed at all.

At low speed settings, blower pulses. At max speed setting, pulse goes away. Funny thing is, after 1/2 hour of high speed running, the lower speeds don't pulse much, if at all.

Any input will be greatly appreciated.
