Horn not working 200 1991

My 1991 Volvo 240 Horn is not working. It was working last year when I had to press very hard. Now no matter how hard I press no sound. I have go for inspection. I cleaned the contacts under steering airbag, still no sound. Fuse no. 2 is good. Contacts at horn looks good.
Where to check now?
