Fuel pump 'buzz' when turning key? 200 1985

On my '86 240, I was able to hear both fuel pumps when turning the key to the near start position. I don't hear them on my '85 245. When I jump fuses 4 and 6 they both sing....but not alone. Is this normal or a problem somewhere?
