After tune up.. Plugs, cap and rotor.. I'm getting hesitation around 3900 RPM...Feels like it's starving for fuel.. Thoughts...

Lean fuel mixture
Timing
Not getting enough fuel ie fuel filter, main fuel pump..

Remember this is a K Jet b21ft....
