rear rotor/drum removal 200 1993

good morning!

I recently tried to pass the NY safety inspection, and failed due to no emergency brake. Unfortunately, my mechanic retired, and the person who took his place is a stickler. Even though I have never used the emergency brake on this car in 5 years (nor on any other of my 240's for the past 20 years) my previous mechanic either didn't notice or didn't make a big deal out of it. I am sure that none of the parking brakes ever worked.

I tried to remove the rear rotor/drum to get at the parking brake, but the thing is really stuck on there. Tried PB and hammering, no luck.

Does anyone have any further suggestions on how to freeze up the rotor/drums?

Also, if I get one side of the emergency brake functioning, will that be enough to hold the car to pass inspection?
