Dimmer switch not working 900 1991

I just put my 91 940T back on the road tonight after a year of it sitting and an engine swap. I can't seem to get the lights to switch from low beam to high beam with the dimmer stalk. I can get the highs to come on by applying constant pressure on the stalk, but as soon as I release it, it goes back to low beams. I feel like I am missing something obvious here, but for the life of me I don't know what it is. Is the lighting relay integral to the switching from high to low?
