Smog check - Timing-vacuum to distributor? 200 1986

I've got an '86 245 ad have had it for 20 years. Never had an issue with smog checks in California, except once when it need a new CAT.

This year, the technician tells me something about needing to get a letter from Volvo to verify that the car was not manufactured with a distributor that has a vacuum line attached to it. He showed me in his state issue manual where it instructs him to "Set timing at curb idle with distributor vacuum hose disconnected and plugged. On models with EGR, disconnect & plug vacuum hose at valve"

I know that over the years, different distributors were used, but don't know which one this car has, but it does not have a vacuum hose at the distributor. I asked him if then the second part of that instruction would apply. He tells me that there is not an EGR on this car - pointing out that the the label on the wheel well does not indicate that it does

At home looking at it some more, I see there is a vacuum hose routing diagram on the front clip that shows an EGR and EGR regulator, etc. The only thing is the front clip is not original to the car. I salvaged it from a junk yard to repair some front end damage last year. I think is came from a later model - maybe '87 '88 or '89

I don't think the guy know was he's doing on this one. Do I go back and show him the label on the front? I can't believe I would have to go and get a letter from the dealer for a 29 year old car!
