Can a bad ECU make car run rich? 700

Hi

I have an 1989 Volvo 760 Turbo Wagon w/128K miles. A month ago I was driving it and the car lost most of its power and wouldn't go any further engine was still running. The turbo had turned bright red. I think the engine is running rich. I replaced the air flow meter, FPR, and Coolant temperature sensor, knock sensor. You just just barely start car but it will die if you try and give it more gas.

would a bad ECU make the car run rich? I have the Bosch ECU 0280000541
