High idle after highway driving 200 1990

This one has me stumped. My 1990 240 DL with manual transmission has an odd idle issue. After a 75mph run on the highway it will idle at 2500rpm. If you turn the car off and restart it everything goes back to normal. Other than this the car behaves completely normal. Running around town below highway speeds doesn't induce the problem. It only happens after some time at high speed. The idle air control valve is new and didn't fix this issue.
