Pump Priming 700 1989

Can anyone one confirm that the LH 2.2 ECU primes the pump for a second when the in the run position. I am 90% sure this is the case but need to check.

I have a no start with no fuel. I confirmed at the fuel pump socket that the pumps run when jumpered.

Checking with my meter, I am not getting the ground from the fuel ECU for the one second key priming I am expect so I think I may actually have a bad fuel ECU.
